Veteran director of training and policy selected from among department’s top management
Chief Judge Timothy C. Evans today announced the appointment of Rose Marie Golden as director of the court’s Juvenile Probation and Court Services Department effective immediately. She succeeds Michael J. Rohan who served as the department’s director from January 1994 until his retirement on Friday, May 30, 2014.
The Juvenile Probation and Court Services Department of the Circuit Court of Cook County provides guidance, structure and services to delinquent minors and other court-involved children who have been referred by the court. The department employs approximately 338 sworn juvenile probation officers and 78 support staff. At any given time, the department supervises approximately 7,000 children.
“Rose Golden has dedicated her entire career to the service of troubled, court-involved children and their families,” said Chief Judge Evans. “I have the utmost confidence in her ability to be an effective leader who will promote and foster the use of only best practices within the department.”
Evans continued, “Golden’s record demonstrates that she possesses the necessary experience and expertise that will enable the department and the court to continue our mission to heal and help neglected children and delinquent children,” Evans said.
Ms. Golden has served in the court’s Juvenile Probation and Court Services Department for close to three decades. She joined the department in 1985 as a delinquent field officer and steadily rose through the ranks. From 1993 through 2004, she held several managerial positions in the field of training, including supervisor, acting coordinator, and a deputy chief probation officer. In 2004, she was appointed director of grants. During the course of her career, her duties also extended to leading the department in the implementation of evidence-based practices which involve developing and employing case management strategies. She also served as department liaison to the Administrative Office of Illinois Courts, the administrative arm of the Illinois Supreme Court, and as the project director for Reclaiming Futures, a substance abuse initiative funded by the Robert Wood Johnson Foundation.
In 2008 she was appointed to her most recent position, director of human resources with the additional responsibility to oversee the department’s suburban operations. As human resources director, she held one of the three top management positions within the department and was responsible for hiring and disciplinary matters, as well as labor negotiations.
Ms. Golden received her M.A. in Criminal Justice/Corrections from Chicago State University in 1989, and her B.A. in Criminal Justice/Foreign Languages from St. Ambrose College, Davenport, Iowa, in 1983.
As the department’s new director, Ms. Golden said she hopes to expand the array of clinical services offered to support youth who have been exposed to trauma and violence. She also intends to focus on expanding the department’s partnerships with the community to provide activities and services as an alternative to detention.
Chief Judge Evans thanked Mr. Rohan for his outstanding service to the court and the department. He also acknowledged the department’s deputy director, Charles M. Young, who is nearing retirement, for his dedication and service as well.
